Sharing Risk in a World of Dangers and Opportunities: U.S. Development Finance Tools

This report makes broad policy recommendations that are applicable to the general use of development finance by the U.S. government, as well as agency-specific recommendations.  

In order to achieve the best policy and development outcomes, these agencies need expanded authorities, must work in close alignment, and need to use their grant money more creatively. Given the current domestic economic situation and focus on reducing the federal deficit, any U.S. government agency that increases U.S. influence abroad and links international development to the U.S. economy should be given the opportunity to grow and expand. Development finance instruments are also an important way for the United States to help middle-income countries graduate from traditional USAID programs and offer a set of instruments to leverage and comple- ment MCC compact programs. Now is the time to help U.S. government agencies create innova- tive solutions in a more coordinated fashion and increase the capabilities of existing development finance programs.

Insight into the Impact Investment Market: An in-depth analysis of investor perspectives and over 2,200 transactions

Impact investments are investments intended to create positive impact alongside financial return. Over the past few years, traditional investors have been increasingly interested by the nascent impact investment market and in 2010, the Global Impact Investing Network (“GIIN”), the Rockefeller Foundation and J.P. Morgan collaborated on a piece of research titled Impact Investments: An Emerging Asset Class, which examined the market landscape, the characteristics of investments, and the size of potential investment opportunities1. Last year’s work included a survey that yielded data on over 1,000 private impact investment transactions. This year, the GIIN and J.P. Morgan have partnered on an expanded survey, capturing data on over 2,200 private transactions totaling over USD 4bn of investment. In complement to this investment survey, we also surveyed investor views on investment philosophy and the overall development of the sector. The 2011 survey returned data from a broader and more geographically diverse pool of respondents. The questions explore returns, risk and impact measurement practices in more depth and also gauge general market perceptions.

Growth Finance in Sub-Saharan Africa

This Report aims to examine the particular characteristics, challenges and needs of the market targeted by growth finance investment funds in sub-Saharan Africa, and make recommendations on how this space can best grow in scale and sustainability.

Although this Report is focused on growth finance in sub-Saharan Africa, the problem of the ‘missing middle’ and the solution of growth finance are pertinent to creating a vibrant and sustainable small to medium sized enterprise space in many developing country contexts. Accordingly, it is hoped that the recommendations contained in this Report will serve to encourage and strengthen the growth finance space worldwide.

A White Paper: Metrics Milestones for Incubators

In this whitepaper NEN agues that Incubators are not a uniform beast and can and should be categorized. Categorization enables us to identify the unique characteristics, success factors for each incubator model thereby enabling propagation of successful models appropriate under different conditions. Development of incubators can be systematized with milestone driven indicators of progress and predictable outcomes. However, the key challenge is lack of nationally accepted metrics and milestones that are relevant to the different kinds of incubator models. We strongly advocate that in the near term, the framework illustrated in this document be used to help institute a nationally accepted set of metrics and milestones for incubators in India.

Priming the Pump - The Case for a Sector Based Approach to Impact Investing

This discussion paper argues for a shit in focus toward the goal of scaling entire industry sectors, in addition to individual firms. Our experience from the past eight years is that impact investors can massively increase the number of lives they touch by concentrating investments in specific industry sectors in specific geographies, and by investing in a range of organizations to accelerate the development of these industry segments. The need for investment is particularly acute at the earliest stages of innovation, which provide the foundation in which entire new sectors can emerge and scale rapidly by tapping commercial capital markets.
