Measuring Accelerator Performance: Potential Metrics and the “4Cs”

Understanding the performance of accelerators is important to a wide range of individuals and organizations: participating startups, accelerator managers and staff, investors, partners, donors, funders, and policymakers. Each of these stakeholders may have different priorities and objectives in their efforts to measure accelerators’ performance and impact. This brief identifies considerations and potential metrics for evaluating accelerator performance. In addition to metrics related to the accelerator itself, it includes measures that assess the performance of startups, and changes in the regions in which accelerators are located.

Landscape Mapping for Impact Measurement and Management in South Africa

Through the Catalyst Fund for Impact Measurement in Africa, supported by the United Kingdom’s Department for International Development (DFID), the Aspen Network of Development Entrepreneurs (ANDE) South Africa chapter commissioned Genesis Analytics and Impact Amplifier to conduct research into the impact measurement and management (IMM) landscape in South Africa. Mixed research methods were used to engage investors, intermediaries and investees in South Africa. The infographic presents key findings in an interactive format, accompanied by supplementary guide. These publications explore the current IMM landscape in South Africa, why and how impact is measured, the benefits and challenges of measurement and management, and how the data is used and reported. Through this publication, the authors and funders of this study aim to catalyse conversations and action, towards strengthening IMM practices in South Africa.

State of Measurement in the SGB Sector

Measurement practices are rapidly evolving in the small and growing business (SGB) sector, and organizations operating in this space may feel overwhelmed while trying to keep up with trends and best practices.

To better understand measurement practices in the SGB sector and to help organizations benchmark themselves against their peers, ANDE surveyed 30 members about their measurement practices as a follow-up to our 2014 paper.

Key Findings:

  • All investors and half of capacity development providers use IRIS.

  •  Half of our sample collects household data. Capacity Development Providers and Investors were equally likely to report collecting household data, but relatively few Africa-based organizations collect household level data.

  • Capacity development providers tend to focus on business performance outcomes for the SGB while investors more focus on the SGB reach and quality.

  • Nearly all respondents spent less than 5% of annual budget on measurement. Capacity Development Providers tend to spend a greater percentage of their budget.

  • Organizations that collect household-level data spend about the same on measurement as those that do not.

  • Over half of ANDE organizations surveyed said they have no full-time staff person dedicated to measurement.

  • Of the six Africa-based organizations who responded, only one had a full-time staff person dedicated to measurement, and none of the organizations surveyed in Latin America had a full-time staff person dedicated to measurement.

  • Members have gravitated to Salesforce because of its high level of customizability and affordable pricing for non-profit organizations. We did not ask specifically about Salesforce in our sample, but it was mentioned 25 times.

  • Two-thirds of the ANDE organizations surveyed receive grant funding for measurement, and just under half build the cost into their annual operating budgets.

The State of Measurement Practice in the SGB Sector

This report reviews the current state of measurement in two types of organizations that directly support SGBs – impact investors and capacity development providers. Using a mixed-methods approach, we collected data and interviewed over 30 organizations across these two categories, and analyzed key trends in measurement practice.

Transforming Impact Measurement with Lean Data

ANDE provided support to a new report co-authored by Acumen and Root Capital: Innovations in Impact Measurement. The report shares detailed case studies of how these organizations are using muobile surveys to gather customer insights. Here's a preview of what Acumen learned from applying Lean Data principles to Acumen investee SolarNow:


Although the company was receiving customer feedback through word of mouth mainly from their sales agents, they craved greater quality data about their customers and the social impact of owning a SolarNow system. Acumen helped SolarNow construct a short, non-intrusive survey and gathered data from over 200 customers through trained call center employees. Here’s what we learned:

95% reduction in kerosene usage
49% live below $2.50 per day
32% of customers reported service issues

Addressed product performance issues
Recruited a customer service team
Started quarterly Lean Data customer calls

A White Paper: Metrics Milestones for Incubators

In this whitepaper NEN agues that Incubators are not a uniform beast and can and should be categorized. Categorization enables us to identify the unique characteristics, success factors for each incubator model thereby enabling propagation of successful models appropriate under different conditions. Development of incubators can be systematized with milestone driven indicators of progress and predictable outcomes. However, the key challenge is lack of nationally accepted metrics and milestones that are relevant to the different kinds of incubator models. We strongly advocate that in the near term, the framework illustrated in this document be used to help institute a nationally accepted set of metrics and milestones for incubators in India.

(Redefining) Success in a Changing World

A number of global trends are converging to accelerate the pace of change in our communities, our lives and the way in which we define success in business. As a result,the world we are passing on to the coming generations is both promising and fragile.One response to this complexity is the rise of social entrepreneurship: the idea that economic incentives and positive social change can – and should – go hand in hand. Over the past two decades in particular, the phenomenon has gained significant traction, and in some cases is on the verge of mainstreaming into general business. This report integrates primary surveys, opinion leader and practitioner interviews, as well as experiences and observations of dozens of business leaders, social entrepreneurs, global Millennials, academics and other experts, all of whom were generous with their time and resources. We combined this with secondary desk research, and together with our analysis, offer a compelling narrative about the future of social entrepreneurship around the world.

A primer on results measurement and surveys: DCED Standard for Results Measurement

The DCED Standard is a framework that helps practitioners articulate their hypotheses clearly. It also helps them to systematically set and monitor indicators that show whether or not events are occurring as predicted. This empowers practitioners to adapt their programs based on the data they collect. Many would say this is just good management. Over 100 projects in over 50 countries are currently using the DCED Standard. This includes projects ranging from value chain development, to challenge funds, to business environment reform. 

Using the standard also helps improve the degree of rigor in results measurement.

Venture Finance in Africa: the progress of early-stage high-potential growth companies

The VC4Africa 2015 report shows an increasing number of African businesses successfully growing their operations over time. They generate an increasing amount of revenue and add new jobs to the African market place. VC4Africa aims to be the world’s leading social network for entrepreneurs and investors in Africa. The VC4Africa community has over 17,000 members in 159 countries, including 600 investors. 2000 entrepreneurs in Africa present their companies on the platform: early stage ventures that require investments less than USD 1 million. Each venture is scalable, makes smart use of technology, or is disruptive in their application of a business model.

Metrics to Align Mission with Financial Performance: Tips from Practitioners

Social enterprises and impact investors, along with non-profits and foundations, have invested significant effort in designing metrics to monitor and evaluate impact. Yet these impact metrics do not create as much value as they could. Too often, impact metrics, and the people who manage them, are siloed in their own departments, databases, and discourses, one step removed from strategic and financial decision-making in their organizations.
