"Most employment in low and middle income countries is in micro-, small and medium-sized enterprises, governments, non-governmental organizations and donors spend on targeted programs and broader policies to enhance employment creation in these firms. But despite these efforts, not much is known about which of these interventions are really effective. This systematic review synthesizes the existing evidence on the employment impact of these programs. The results show that the effects have so far been very modest."

"This paper studies the impact of the Brazilian Arranjos Productivos Locais (APL) policy, a cluster development policy, on small and medium enterprises' (SMEs) performance. Using firm-level data on SMEs for the years 2002-2009, this paper combines fixed effects with reweighting methods to estimate both the direct and the indirect causal effects of participating in the APL policy on employment growth, value of total exports, and likelihood of exporting. Our results show that APL policy generates a positive direct impact on the three outcomes of interest. They also show evidence of short-term negative spillovers effects on employment in the first year after the policy implementation and positive spillovers on export outcomes in the medium and long term. Thus, our findings highlight the importance of accounting for the timing and gestation periods of the effects on firm performances when assessing the impact of clusters policies."

"This article examines the performance of a poverty alleviation policy in Thailand known as the Small and Micro Community Enterprises (SMCEs) programme. It investigates provincial determinants affecting the establishments of the SMCEs and assesses the effects of the programme on household income and out-migration by using panel data analysis and propensity score matching model. The research findings indicated that such enterprises have spread widely. Average household expenditure, the rate of poverty, and agricultural output were significant predictors of SMCE establishments. However, the research did not find any concrete evidence to support the claim that this policy helped reduce poverty or out-migration."

"Commercial agriculture in Mozambique remains underdeveloped and successful cases of smallholder inclusive business models are rare. In addition to “doing business” constraints at a macro level, smallholder inclusive business models – whether in “outgrower” schemes or other arrangements – pose additional challenges to competitiveness. Low-quality product, insufficient and inconsistent supply, mutual issues of mistrust and a post-war culture of hand-outs can make it more profitable for some companies to import primary produce or work with large-scale farmers. "Do business accelerators add value? If so, how? We investigate these questions by focusing on Start-Up Chile, a government-backed ecosystem accelerator. Using a regression discontinuity design, we show that entrepreneurship-schooling services of accelerators can significantly increase new venture performance by improving the entrepreneurial capital of participants. We speculate about the existence of four performance-enhancing mechanisms: greater social clout, the provision of an accountability structure that induces entrepreneurs to articulate and reflect about specific strategic tasks, an increase in self-efficacy, and know-how about building a start-up. We find no support for causal effects of basic services of cash and co-working space."

"Theories of market failures and targeting motivate the promotion of entrepreneurship training programs and generate testable predictions regarding heterogeneous treatment effects from such programs. Using a large randomized evaluation in the United States, we find no strong or lasting effects on those most likely to face credit or human capital constraints, or labor market discrimination. We do find a short-run effect on business ownership for those unemployed at baseline, but this dissipates at longer horizons. Treatment effects on the full sample are also short-term and limited in scope: we do not find effects on business sales, earnings, or employees."

"Globally, women's involvement in clean cooking value chains has been minimal. This is partly because of the multiple challenges faced by women that impede their capacity to effectively engage in the energy sector. To better discern gender-specific differences in involvement in the energy sector, the authors conducted a randomized trial in Kenya to compare sales performance of newly trained male and female improved cookstove entrepreneurs and to test the effects of an agency-based empowerment training on business activity. A total of 257 entrepreneurs completed either a 4-day entrepreneurial training (control) or a 4-day empowerment training (intervention) and were followed for nearly 8 months documenting business activity and sales. The empowerment training led to more than doubling of sales for both genders. In addition, participants in the intervention group were significantly more likely to demonstrate business commitment over time and nearly three times more likely to be higher sellers (relative risk = 2.7, 95% CI [1.4, 5.4]), controlling for gender and rural/urban locale. Women outsold men by a margin of nearly 3 to 1 and were more likely to continue to pursue leads despite limited sales. Nonactive participants (those selling 1 improved cookstove or less) were a larger percentage of the control group (72%) than the intervention group (50%), and more men were nonactive participants (65% of men) compared with women (56% of women).These data show that women can serve as active improved cookstove entrepreneurs in both urban and rural settings and that targeted agency-based empowerment training can significantly increase women's capacity to engage effectively within the improved cookstove value chain."
